Question:
When buying a flat in Moscow, do I have to pay stamp duty, or register that I am the property owner with a government dept? My colleague has a flat I would like to purchase and he believes we can do this by means of a contract which states that I have purchased and now own the property. It seems too simplistic to me.

Answer:
Dear Gill,
Indeed, you do have to register the sale-purchase agreement in the State Registration Chamber of Rights. After you have the registration you get a Certificate of the State Registration and only then you can be perceived as the owner of an apartment. Best regards,
