There can be several reasons for this "problem". You do not mention when you started being unable to retract the foreskin. Can you retract the foreskin when your penis is not a erection? I would recommend that you consult a doctor as he will need to obtain a complete history and do a physical examination to better determine the cause and the illness. In general, this type of problem can be related to infection, poor hygiene or trauma for example. Hope this helps.
